'K, so Mr Sparkles' idea is to use psychic to grab Angel. A lot of pokemon moves aren't exactly specific on how they work, but looking through Bulbapedia, it says it's a telekinetic/psychokinetic force. I think that's usually the stuff you use when you can move items with your mind, so using psychic on objects moves them, and using it on a living thing will move it, but might harm them (whether mentally or by moving their body in a way that it shouldn't).

And Mr.Sparkles cant just phase through those webs, cuz even though he's a ghost, he's bound to a physical doll's body, so he cant turn invisible or go through things.
