Damn, if XIII really isrthe worst out of the series, should I consider myself lucky I started with it?
I mean, if you start with the worst, it can only get better.

But yeah, Caius is... is... badass isn't the right word.
In terms of destruction, he topped even Kefka.

Kefka: More or less destroyed the planet afterghe achieved the power of a god and extincted an entire race before.

Caius: Destroyed the circle of life and death and the ENTIRE universe by letting himself be KILLED! And in the end, he still got to be with the woman he loved (that is in the subtext, but it is kinda obvious) for all of etenity. He successed in all points without being defeated afterwards, that is rare for villains in general.

Caius was worth it. He deserves a better game.

I keep going back and forth between Caius and Sephiroth for best FF villain... Hey as much as I love Kefka, he isn't quite as Sophisticated as Sephiroth XD.

As for FFXIII in general though... Yeah, easily the worst in the series. The best... I'm at war with myself between VI and VII because one does one thing perfectly, the other does something perfectly as well. Both have a perfect story, but while one has a stronger plot, the other has stronger characters. While one has a perfect villain, the other a perfect antagonist (they are not necessarily the same thing) I can go on about their brilliance.

FFIV, VIII and IX are damn brilliant as well. II is also good, albeit somewhat standard and V has a decent story with fantastic gameplay and III is... an experiment to put it as best as I can FFX... My view on X is exactly the same as the Nostalgia Critic's view of Jurassic World: Bland and forgettable characters (Except for Auron and Kimahri who are amazing) but rather solid voice acting. The dialogue is in the same grade as the Star Wars prequels and the final boss is hilariously, even insultingly easy but the ending cutscene is probably the BEST ending in the entire series. XII is just two major problems short of a masterpiece: The main hero has nothing to do with the story and the gameplay is good but you can feel that it's incomplete. The stuff that's good though is worth it and it's most of the game too.

That's my two cents. What's yours?

Well, while I personally find XIII a quite good game, I can't sort it into the other games of the series, as I have not played them yet.
I have delved into the plot, though, and I do have played III and started VI recently.
The Emperor is indeed a stereotypical villain, but his failures had a reason in my eyes. First, as human, he allowed the heroes to kill him, so that his soul can conquer both Heaven and Hell. Then, as god, his wish for revenge (arrogant as he is, even this intended loss stung) and the rush of power made him miscalculate the situation, and the heroes could defeat him while he was still adjusting himself to his power.
Kuja is just as arrogant as the Emperor, though he didn't want to reign upon humanity (and black mages and genomes) in the first place, rather than draw all existing attention, being an immense narcist. After he learned of his mortality, he kind of turned into the Hulk, only due to his magic infinitely more powerful than said beast. He is also able to kill the entire world (by destrying the crystal) and summoning Necron with one spell, even if he did not quite take the battle serious, as he was already dying.
The problem of mortality and how villains deal with it also occurs in III with Xande (CoD is more or less just doing it's job: destroy the worlds of Light and Darkness once the balance is broken) as he was granted the gift of mortality from his master Noah. Xande, though, wanted the exact opposite: Eternal life. Descending into madness, he brought out the roots of darkness through his demons and even froze time on the Surface to live as long as he pleases. Even Kuja could cope better with the fact that he was to die...
Exdeath had the same purpose as CoD (not so sure with the balance thing): returning the worlds to the void (destroying them).
Damn, I think I'm missing a thing or two.
Actually, my brain refuses to continue work. Nah, maybe later...

TOP 3 FF VILLAINS (my opinion):
3.Emperor Mateus (mainly how Dissidia presented him)
2.Kuja (Dissidia helped, but his character is in general fantastic)
1.Kefka (do I need to say why?)

My favourite antagonist is Caius. Try living thousands of years, witnessing the near extinction of humanity TWICE AND witnessing the woman you love dying every twenty years without getting insane! Heck, if I could've done that, I WOULD HAVE HELPED HIM DIRECTLY WITH HIS FIRST PLAN TO KILL ETRO (I could never choose to finish him of after the Bahamut Trio battle, even when I knew that it wouldn't matter)!
