It's a running gag from Warhammer 40K where the Orks (a major faction and the most humorous within the setting) has a strange fascination/obsession with dakka, which includes anything and everything that can fire a lot of bullets. Either because most of their species lack mental capacities beyond brute force or some strange machinations from their gods Gork and Mork, they have a firm belief that no matter how many guns you have, it will not be enough dakka.
Seriously, not even an entire planet made out of guns is "enuff dakka", and somehow only contributes to 0.1% "ENUFF DAKKA!!!".

I have seen the armor in action and it would be too expensive (by UNSC standards) to mass-produce for the more numerous Spartan III's and IV's and similar types. Perhaps for a specialized group of troops.
But from the eye of an Ork, datz not enuff dakka, you silly 'umie!

Yes, it would've been a game changer in Halo lore had it been fully developed.
But against a really skilled Ork with lots of Dakka, this armor, along with whoever is wearing it, won't stand a chance.

Could stand a chance. One V One, it'll be dependent on which Lekgolo and which Ork is in the fight.

It'll be a close one but the Orks would win after a brutal battle. There's to take into account how resilient the average Ork Boy is and ho hard they can hit both at range and at melee. And of course the collective psychic power of the WAAAAAAGGHH!!! that seems to turn many battles in their favor.

You'd be surprised at the average size of the rounds their Sluggas and Shootas use.

Yep, good old 30mm slug. And with how the WAAAAAAGGHH!!! works, the Orks can fire hundreds of rounds from a tiny mag before even reloading.
Against the Flood? Eh, with how the Orks are practically walking fungus that can never truly go away, unless Exterminatus is enacted upon every planet they've been on, they will overwhelm the Flood sooner or later. Yes, I'm well aware the Flood infects other organisms, but with how connected Orks are to one another (not at the same level as the Tyranids, but enough to have a relatively effective unit) it'd take a strong type of Flood to take over a few Ork Boyz.

True, but the Flood wouldn't last long (in 40K terms, BTW, they'd still last long in many other terms) against the Orks. The biomass will help the Flood, but given how Orks reproduce through spores, they'd be hard-pressed to actually outlast the greenskins who can swarm them with Squigs, Gretchkins, Boyz, Weird Boyz, Nobz, Mekz, and such.
Overall, the Flood would make for a good scrap with the Orks, but the likes of the humans and the Tyranids and the Daemons will excite them more compared to the Flood.

Eh, it depends on the biology of any given organism at this point. A hybrid between Orks and the Flood would be a terrifying thought since rather than dealing with shambling hordes, you get what is effectively the Krorks back in the days the universe was still young with the ever adapting style of warfare.

The Tyranids will consume the Flood, gain their ability and greatly weaponize it to the extreme and will birth for a new strain of intergalactic terror.

that suit easily decimated the covenant's forces before being heavily damaged. and it was done because ghost, a sergeant, didn't want to see people share his platoon's fate. he even piloted the thing.
