Here's a quick tutorial. (I used Photoshop)

1. Sketch out the figure well enough so painting over it won't be too much guess work.

2. New layer under the line layer and throw down some quick values keeping light source in mind as well as local values.

3. New layer above line layer, more values, eliminate some of the lines, render out the figure a little more, but still keep it loose.

4. New layer above everything set to "overlay" and apply color. This will keep your values intact making the painting process much easier. It's similar to painting with oils and applying thin washes of color to your values.

5. New layer above that and just use the color picker since all of the colors are already there and just render it out a bit more eliminating more lines and cleaning a few things up.

6. Adjustments. Adjust the image to our liking using color balance, levels, curves, etc.

Hope this helps. This is a process I almost never use, but it's good to know in case you have to produce something quick. Which is important in most commercial industries since you'll have deadlines.
