I have no idea then,iguess you are trying to use the bucket? sometimes certain buckets or happens to me at least on sai,I have to configure it so that it has specific options to only color on parts with 0% tolerance

you dont need a program, all you need is just do each layer, then you can useΒ gifmaker.me/ to put them together, the page will do the animation thing.
