I like to think of earth 10 more like the place were the Quality heroes rise, so other characters like Jester, Magno, Miss America, Madame Fatal, Destroying Demon and other less know characters could be developted. There are already enough evil/reverse versions of the mainstream heroes to add more. For that already exists earth-3 and the dark multiverse.
