Roy's actually one of the first and best characters I've played in this game!
...And then I learned he started off as a massive racist in the first game.
I even recall hearing dialogue in the arcade of him mocking Hideo for being a Japanese Teacher.
Though he's still a personal favorite character.

Part of his character arc involves him learning to get over it by coming to respect the Japanese and "honor their values" or something. And then he later becomes President of the United States in his personal written epilogue. (It's like the developers REALLY wanted to toot their own country's horn with this guy in a way. 
On the other hand, he pretty much fills the role of the jerkass jock/prep stereotype with rich parents, so Americans would also have another reason to not get behind him aside from the blatant racism thing. And his fighting style revolves somewhat around football, which is like the most jock-ish stereotype sport you can throw on a fictional character.
Tiffany, in comparison, just comes off very cartoonish as a boxer/cheerleader.
Again, this is all coming from a guy who pretty much mained Roy.

but racism part is something i didn't see back then.
