I always had a theory about Boogey's Boys(and girl):
On halloween night, 3 families were taking their babies out for their first halloween. One boy was dressed as a devil, the other as a skeleton, and the girl was dressed as a witch. On their way home, the families were attacked by the boogey man, and all the adults were eaten. He brought the babies home, planning to save them for later. However a witness saw boogey and got him on camera, so now he was a wanted criminal in the human world. So instead of eating them, he raised the 3 kids, naming them Shock,Lock,and Barrel. When they were old enough, he would send them out to lure unsuspecting humans into HalloweenTown and to their doom.
