What is Goodra made out of?
I mean, yeah, it looks like itβs made of goo but how does the goo keep itβs shape? And how come itβs Dragon type when Water and Poison also suit itβs line?

Agreed, but blame the higher-ups. They wanted him to have Noivern so Goodra was scrapped in favor of Noibat. The writers didn't like it either, but it's what the executives wanted, so there was no point in complaining.
