In this form, similar of Frieza's 2nd form, Icer has an increase in speed and stamina rather than an increase in power. As I said on previous occasions, Icer focuses on defense and his forms are not a exception.

At Kami-sama's palace, Nielan and Icer trained in the pendulum room. There they were sent to the past, to the planet Namek after the arrival of the Ginyu's Force. They encountered Recoome and there was when they were in a bind, Icer unleashed this form controlling it for the first time, being able fight face to face with Recoome.
