Ubergirl seems to be the most well-developed, as far as this story goes. Her relationship with Zorro and her girlfriend definitely add something to her role in the story, in my opinion.

Given that you're the author, I'd say you're definitely to "blame". XD
Rather than blame, though, I'd say it's to your credit. Given the number of characters who make appearances in this story, it'd be insanity to try to develop them all equally. Having one girl who exemplifies the superheroine's struggle with Zorro, the mysterious corporation, and the entity that's got them all under its control is actually kind of ingenious.
I'm just thinking out loud now, though, pardon my rambling.

A Justice Punch is usually harder - an Eagle Strike is a flash of sound and light to make the opponent deaf and blind and then hitting them really hard, while a Justice Punch! is hitting them really really super hard (but only works on people who deserve to be hit
