So, as I have stated in that very sheetpost with Sans posing as Dmitry Yazov from TNO, I am making a hellish AU out of Underswap (with several swaps altered), The New Order and Red Flood, I named "Eleventh Hour" as the events are taking place right before the revolutionary end of current insanely oppressive regime.

Basically, everything happens in a dystopian universe where humanity is under either totalitarian or authoritarian state regimes. Life of monsters used to be much better, but everything has changed after both of the Royal family's adoptive children died in their attempt to get the required souls. Toriel, killed with loss and depression was slowly losing her mind. Initially, she just insisted on staying alone, but then, fueled by hatred for humans, she accused Asgore of being a passive careless king and not doing anything to improve the situation of their race and so she has has decided to offer new policies to citizens: industrial acceleration and preparing for a new war, in case humans decline their claims on living above, meanwhile the fallen humans would be caught and dealt with quickly. Her and Asgore had a vote for whom to stay the monarch… The majority has chosen her. So promising did her ideas sound. As for Asgore… He wanted to flee with his young son, but Toriel had been around Asriel all the time, not letting him and father see each other. The family was broken apart completely… He just fled. Fled into unknown direction. Toriel didn't even care. She has just started what she wanted to start. The capital has been quickly industrialised with endless factories and towering flat blocks strewn here and there. Scientists and the military have become the most wanted working classes. The Royal Guard has been reformed into a fully fledged army with new technologies delivered by scientists. The state seemed to be running onwards… As for the fallen humans… All 6 of them were slaughtered… At least fast and painlessly… However, with time, Toriel's grip over power has been growing. Any dissidents were pursued. Everything had to be done for a single goal: liberation and revenge. Everything has fallen down into darkness. Everything was patrolled: workers, scientists. Live and die for the goal – such was the de-facto policy for citizens. This caused some to worry for their lives. It caused them to feel unsafe. The world was losing colours for them. They feared everything. They have started fleeing to live farther from capital, where the queen's influence was less. But not everyone could reach safer areas: the city's borders were secured from outside as well. Everything was approaching the breaking point… And one day an uprising happened in the capital. Countless monsters were against such a «caring» queen. They were fighting for their right to be heard, at some point it even seemed that their victory for justice was at hand, but… But unfortunately for them the revolt was suppressed violently in the end. The army was spoilt: they all of them were paid well for a good service, so now nothing could prevent them from falling into utter decadence… Eventually… This only worsened the situation: the army… It has become brainwashed, mechanical. Frostlake (Waterfall analogue) has turned into something horrible, a «corrective labour camp» where mass shootings were often taking place. Something was not clean in here. Scientists… They were responsible for this, weren't they? No… They were used as tools for a future war. For revenge. They were locked down in their laboratory, a huge complex known as the Polar Lights. None, knowing they are powerless, tried to escape, except for two brilliant scientists responsible for creating the CERO (Central Energetic Resource Output, the CORE analogue). They attempted to hack the system to run away, but only Dr. Gaster managed to make it out of here: his wife was caught. Nowaday nobody knows wherehe might be, just like with the former king…

- Little do they all know that the current situation is about to change. They may think by having a horde of brutes and locked-in minds they may achieve success… Wrong. They do not even imagine, how deadly can a FREER mind be, especially, when it does not only produce dreams, but real plans and tools to achieve them. – Said he, and moved away from the fortepiano.

As for flags...

The one on top is a sort of a unity propaganda. Main banner within the new kingdom, has almost replaced the original Delta Rune. The pyramid, made out of blocks represents many monsters, combining their powers for a single goal with the beam representing their efforts to break the Barrier. Toriel's regime in overall is based on One State from Red Flood.

The one below it is the emblem of Command of Imperial Mechanically-Augmented Battle Units located within Frostlake. Frostlake, known among people as the Frostlake's Purgatory Zone, is a place of frequent pain and suffering the imprisoned endure only to be shot down in the near future by the heartless and brainwashed mecha-puppets. The regime reigning here is alike to the one in Ordensstaat Burgund and Ural Purification Zone from TNO. Embodiment of the Burgundian System.

Then goes the emblem of Polar Lights area, a secret object that is heavily guarded. No scientific staff members are let out of there. This is their eternal prison. Come in and get some lead in your head.

The next flag is an emblem for the town of Rainedout, Gaster and his secret society's hiding. Rainedout is the least oppressed place in the whole kingdom. Many who escaped from the capital at the time they could settled here.

The last flag, emblem of the capital... Banner of endless factories, power plants, all joined with CERO, being its extensions, and flat blocks for workers, destined to live and die here, just for the idea they were taught to believe it. Based on One State again.
