Does matter because winning a regional league allows you to properly challenge the E4, and effectively be closer to becoming champion and therefore a Pokemon Master
Heck it was barely even a league, it had 5 challengers and some of their 'battles' weren't even battles, they were races.

Bulbasaur is part Poison, plus you forgot Fairy so it's only Steel and Ghost and Ghost is debated because of the Haunter debacle XD so we can only be 100% in that he hasn't caught a Steel or Fairy type yet
