His overpowered Pikachu, Charizard, and Sceptile come as close to a psuedo legendary as Ash is going to get. Sure you could count Gible, but it will never evolve.

Yeah, but the creators made it so that Ash was never meant to own a legendary Pokemon; not even a PSEUDO-legendary Pokemon.
He's not meant to become the champion of ANY region; he's NOT meant to fulfill his dream of being a Pokemon master; and he's NOT meant to catch a legendary of ANY kind. And what's more, they've either cosmically cock-blocked him at every turn or they've made him too stupid or dense to even understand what's going on.
