There are not just physical features that separate the two. Their personalities are comply different. Monstrum is always finding something to do. Whether it is building something, or fixing and interacting with puzzles. He will find something to do. Monstrum also isn't the smartest. He is pretty good at messing things up to the point were he appears to have a mid life crisis or depression from it. He also will go out of his way to make Chara and Frisk laugh, or at least smile, but will feel bad if he made them sad or upset. Also, for some reason, he is resident to accepting Papyrus as his brother. He will act as he is for Frisk, but he seems to not care. I can't explain that.
Monstrum can't summon a Gaster Blaster, or bones. Since Monstrum is out side of the base code for the OG Undertale world, he is able to model code to fit his fighting style. He can summon his hands and can make them act simular to a blaster. Moving them around an attack with them, however, he can not make any blast effects except for being in his True form. He can also summon his double ribcage as a block/guard. It can also move just like his summoned arms. Monstrum can also summon a hammer. Both sides have their own ability and symbol. What does this hammer do? Turn on and off code. Red, or (X), makes things False. While green, or (O), makes everything True. Another way Monstrum can battle is with is tail and horns. Monstrum is a brawler of sorts. So he will always choose to get up close and personal to fight. Other wise, his long range attack is his summoned hands.

What do I mean by 'model code'? Doesn't that make him OP? Does that mean he can change the world code?
Well for one, yeah, he is Over Powered. Because he is a God in Undertale terms because of the uncountable SOULS that are in his being. He has no visible HP bar. He is an outside source being not monster and not human. Kinda Like Chara, but Chara is still connected to the rules of OG Undertale, while Monstrum is not. He is not a Sans, but only got that nickname because of both Frisk and Chara. They are also the only ones that call him that.
Now the model code part. No, he cannot change the world code. He is unable to change the key rules such as, the controls, the pause button, the void, any of the areas (Snowden, Hotland, the Ruins), the CONTINUE and RESET buttons, Fun value, and the current run timer. The only things Monstrum can fiddle with is Character code, object code, current placement space code (teleportation and telekinesis), and current time (stopping time).
Why can't he do more since he is God? Why dose he have so many restrictions? Well, he is only God by OG Undertale standers, but he is still just as much as a character as Frisk is. Not only that, he is not from this world let alone play by its code. So he has no connection to the world code to be allowed to change it. Could he put himself into the position to let him change everything? I can't tell you. His powers are pretty unique. If he really wanted to, he could/can change his SOUL type to do different effects. Heal, karma (like the OG Sans ability), blue means stop, stop all movement, whatever else you may be able to come up with. He seems to like where his placement is, and if he can or cannot do it does not seem to be on his mind. Thus I cannot tell you if he can or can't do it.
