Is he making a photo collage or some sort of matte painting and then painting over it? Cause the people in the right corner look a bit strange as if a photo was showing through. Great brush work anyway!

Usually called 'photobashing'. If you look closely at the arches, the crowd, the window, etc... there are pieces of photo showing through all over.
Use of photos to speed up the process is extremely common now. Maybe just one piece of photo to give a detailed focal point in a rougher scene, or maybe extensive use throughout a picture with painting layered on top. And maybe with 3D mixed in there too. Generally, though, an artist can only make it work well if he understands composition, lighting, and all the other important aspects of a good painting, and would have been able to paint the scene more or less anyway given enough time. With skilled artists like 88grzes, I usually find that their pure paintings look better than the ones with photobashing...!
By the way, your pictures are impressive, good realism. Your gallery deserves way more attention! Maybe you should experiment with photobashing yourself and see what kind of things you can create!?
