Sylvia thinks she fool us by pretending she's just innocently bathing her sister like a good sibling. We know better, don't we, Eevee? *cuddles both*
I used to foster kittens for the animal shelter I worked at. Man are they adorable when they're that little. It was always hard to give them up when it was time for them to go back to be adopted.
Luckily, since I worked in the animal shelter, I got to try and convince anyone foolish enough to come into the cat playroom to adopt my babies. Many a foolish person has come in "just looking" and walked away with a new kitten or grown cat. It was for their own good.

I've only privately fostered and found homes for cats and kittens by chance
We practically don't have any shelters here... They are few and far between. But it's partly cause we have little need of them. We have our share of horrid people who neglect, hurt or even kill pets, but it's fairly rare. We have stray control (spay and release) to prevent the wild population from growing. But there are always ass hats who dump their pets before summer, or when their pet got babies cause they didn't spay... They are usually kept or re-homed by those who find them.
