is there something like this explaining how to do it step by step until the shinning part of the ice? I'm having trouble getting it to look the way i want.

As in drawing the ice or coloring it?
If drawing the ice, then first you need to think of the direction its popping out from. From there, draw the spikes (Ice) and use different sizes, but stick to the same shape (spike,circular,etc). I'm not really explaining it well, but check out a couple of references, might help a little more.
