I'm talking about certain character like Muggshot being a super mutant ruling over the ruins of mesa city, The Contessa being a "Radspider" (mutated spider) inhabiting some abandoned mansion, and the Grizz being a Yao guai (a mutated bear) inhabiting the ruins of Detroit.
Chinese character like General Tsao would have mutated into a "Radrooster" (mutated rooster) and Panda king being another Yao Guai. They would both be depicted as being Pre-War Chinese militants who survived the bombs and mutated as a result.
By Human Standards, They're considered ghouls.

He's a tinker from Diamond City. Is knowledgeable of pre war technology, unofficially authored these books found in the commonwealth: fallout.wikia.com/wiki/Total_H… and has created his own inventions and devices from scrap.
Dr M would best fit being a brain robot since, like the think tank of old world blues, He's essentially insane

Additional note about cannibalism in an anthromorphic world: it doesnt exist
Also given that fallout's timeline diverged from our timeline in the 50's and early 60's, it's reasonalbe to say that Sly's ancestry would be affected by the divergence as well as this Sly is born post war, well into the 23rd century meaning additional ancestors would occupy the 300 year divergence, with Connor, sly's father being a pre war cooper ancestor not sly's actual biological father.
Even nuclear war couldnt kill the coopers. They would still be thieves in the psot apocalypse but they no longer steal valuables and treasure like their ancestors. here they steal to survive, which happens to be possible in fallout: stealing and pickpocketing. They're not raiders however as they dont kill people, just take stuff from them undetected.
Oh also dimitri in this timeline would be a person living in new vegas, who does something similar to pickman in fallout 4: paint wierd paintings using the blood, fat, and bile of dead raiders.
