I can tell you in a comment 
Basically its a "style" of Sketchup. It just shows the outline of the model and you can change it from the normal black on white, to white on blue. I then just go File > Export > 2D image and voila

Very possibly. It was only picked up here in the US as an adaption of a 70's cartoon out of Japan. That had too much violence and sexual ambiguity for our conservative child market as was. It was enough of a cult classic to be made into revivals in the 80's 90's and 00's. (which is why it has so many titles) Today they are making it into movies.
