She can't read minds, only sense emotions and feelings. The meaning of those things in that context is up to her to decide and she usually does that based on her own feelings at the time or her experiences, which are very different from anypony else's since, you know, she has that gift that completely changes the way she looks at other ponies. So this is a never ending recursion of misinterpretations 
Yes, she is actually a lot like her mother in a way. But she's aware of it and she hates that part of herself and tries to downplay it as much as she can.
