Imperial Princess of Tolnedra, Ce'Nedra is a character from 'The Belgariad' and 'Malloreon' fantasy series by David Eddings. A princess born to a human father and a dryad mother, she would eventually be drawn in to adventure. In this picture she is wearing her armour designed to exaggerate her shape.

In spite of the how she appears in the picture, Ce'Nedra was not particularly curvy or busty, and was quite small, but at one point in the story when she was commanding an army she did however request a more shapely breast plate and armour be made for her to accentuate that she was female. It was pointed out to her that such armour was quite impractical in battle, but she was giving the orders and was quite set on the idea.
