As the Metropolis Celebrations are underway, several of the cities greatest friends and champions gather to witness the fireworks and ensure no trouble occurs to spoil the day.Starting from the back row they are;
Eradicator - A sentient ancient Kryptonian device created as a weapon with a power level roughly equal to Supermans, he has been both foe and ally to the Man of Steel. It took years for DC to hit on a strong design, then swept him into obscurity.
Steel/John Henry Irons - A genius engineer who turned his back on creating weapons to follow Supermans example. His powered suit enhances his strength and durability, allowing flight and various other abilities and functions.
Harley Quinn ? - A former Batman villain turned anti-hero and adventurer. I would be more than happy for the joyfully erratic Harley Quinn to resume her job as the Daily Planets agony aunt on an occasional basis and torment Jimmy Olsen as she once did in one of her jaunts to the city.
Guardian - A member of Cadmus, and one of the non powered heroes of Metropolis. A clone of the original street level hero and former policeman Jim Harper, Guardian is within Batmans physical class and a capable hero.
Natasha Irons - The niece of John Henry Irons/Steel and wears a powered suit to help protect Metropolis
Thorn/Rhosyn Forrest - A non powered vigilante with dual personalities, her main personality 'Rose' and her vigilante personality Thorn. A formidable combatant and impressively agile.
The middle row includes;
Superboy/Connor Kent - A human/kryptonian clone created by Cadmus with Lex Luthor and Supermans genetic code. While not as durable or as physically powerful as a full kryptonian, his hybrid abilities mean he is able to consciously manipulate his telekinetic field in a manner Superman and other Kryptonians cannot.
Maggie Sawyer - A former police Captain for Metropolis Special Crimes Unit, was a longtime supporting Superman character notable for being a near fearless leader ( she led her team against Doomsday, so she isn't lacking courage ) a single mother ( divorced from her husband ) and being an openly gay character long before it became important to have in a fictional universe.
The character was moved to being a supporting character in Gotham, which always bothered me since given the bulletproof creatures she faced in Metropolis, i felt she should have wiped the floor with most of Gotham's colourful but generally powerless villains, or at least would have shot a few. Anyhow i'd like her to go back to Metropolis.
Captain Atom/Nathaniel Adam - A powerful DC character with little to do in recent years, but years ago he saved Metropolis and almost every hero active from the villain Monarch. Additionally his daughter did work at the Daily Planet ( many years ago now ), so there is no reason he couldn't make more appearances in the Superman comics. At the very least he could provide a contrast to the Man of Steel, making for an interesting friend and rival.
Maxima - The imperious and powerful alien royal who was at her best when trying to temper herself into the mold of Earths champions rather than as a Superman villain, even if her mission for a consort to further her line and ambitions within her homeworlds empire still drives her activities.
Power Girl/Karen Starr - Supermans other cousin ( easiest explanation ) who prefers to follow her own path and refused to wear the 'S' shield on point of principle. More physically inclined than Superman or Supergirl in combat and tempestuous in character. A longtime member of both the Justice League International and the Justice Society.
Atlee - Isn't a character with a connection to Superman, but she has one with Power Girl, so the inquisitive but now more mature minded geo-kinetic heroine could make appearances.
And of course at the front is Superman/Clark Kent and his cousin Supergirl/Kara Zor-El

Yeah, it's mostly the Daily Planet crew and some other citizens of Metropolis. But there's some heroes thrown in there too.

I donΒ΄t know... I despise Conner Kent but I love the Kesel/Joe Kelly Superboy. And his genetic donnors were Westfield and Clark NOT Luthor (count that one up to Johns screwing shit up)
Count me among those who just DONΒ΄T see Harley as fitting the team. The team-up with Power-Girl ? To me, the only fitting end would be Karren locking the "high death-toll"jester in a box for the cops...

Unusually i liked the concept of Luthor being a genetic donor, mostly because the post crisis Luthor often seemed to have an eye on the legacy he left behind and a desire for an heir, which made him interesting.
Fair enough, but where better for Harley to be than amongst a group who can keep her in line.

Eye for legacy, YES. ThatΒ΄s why he reeeaaally had his eyes set on PerryΒ΄s "son" and later on he even fathered his own daughter. 86-99 Lex would NEVER think however of using something related to Superman.
As for why I fucking hate Conner and the whole Luthor/Supes son stuff ? It contradicts LexΒ΄s utter HATRED of Superman (even asking some CADMUS brains if it was possible to clone Superman, only to be happy when they said they couldnΒ΄t). It takes away from the complexity of the CADMUS project actions on Metropolis. Not EVERYTHING has to do with Lex ! And certainly not Kon-El who is his own distinct character. Conner isnΒ΄t. Conner is JohnsΒ΄mope piece just like the rest of the Titans.

I told you, to me Harley IS a criminal. She is malicious, mean as can be and guileful despite the cherry appearance she gives. She wasnΒ΄t even a decent person before the Joker. (love the Margot Robbie incarnation . Even Leto was better than I thought...)

I agree that not everything has to do with Luthor.
I'm ok with the currently less malicious interpretation of Harley actively trying to better herself, Batman has plenty of villains to fill the space.

Maxima is okay, although Superman should supervise her carefully.
Eradicator is unstable at best. I doubt Superman would fullyΒ trust him.
As for Harley Quinn, just no. She's done too much harm.
Some would say that Superman's not the only superhero in Metropolis, but he IS the top hero there, and tends to ultimately have the last word. To get anywhere superheroing in Metropolis, you need Superman's acceptance.

I always felt Superman's best strength was being able to appeal to peoples better natures to do good. Maxima, the Eradicator and even Harley have been heroic ( only for different writer to flip the villain switch on them ) so i think Superman would give them a benefit of a doubt ( although i suspect he'd keep his senses locked on Harley doing anything... quirky ).

I don't think Harley, at least, deserves the benefit of the doubt. She gleefully helped the Joker do some outright horrible things, including kidnapping dozens of babies.
I always felt that those who attempted to give those three semi-heroic attempts to do good were very bad writers. The only writers worth reading were those who portrayed them as villains. That's what they are, and nothing else.
As for Harley, Superman's decision is meaningless. Batman would drag her back to Arkham and tell Superman to stop meddling in Gotham's business.

Sounds like a case of bad writing.
A bit of gradual depth and character development is not a bad thing for DC characters, it makes them interesting and more like people.
There is no reason he would take such action outside of Gotham if Harley was actively trying to better herself and not wanted for a crime.

No worries, and thanks . I think it was a very influential and creative era for DC so i guess i'll always be inspired by it. That said I have enjoyed the Harley Quinn and Starfire stories from the recent New 52 comics.

She hasn't been based in Gotham for a while, in the more recent comics she's been living in New York. To be honest the only time i can recall Harley going to Metropolis was when she and Ivy went there and Harley tricked her way into getting a job at the Daily Planet.

Guardian and Turp are dealing with a case Β In honesty i found myself wanting to finish the picture. Gangbuster, Agent Liberty, Dan Turpin, Booster Gold and Waverider were also intended to be in it, and i may yet put them in behind the others.
