I guess if you don't read DC comics or know Power Girl, then this becomes an in-joke.
Power Girl's costume has this ridiculous hole in the chest that exposes her ample cleavage. Every other superhero has their symbol on their chest, and Power Girl has.... a hole in her costume with boobs coming out.
It's just a joke amongst DC Comics fans, pay it no mind.
