It doesn't matter that I scrounge up everything I need to equip these settlements with advanced laser turrets and missile turrets. Somehow I still get sent out to rescue them.

It's honestly something to do with the game formula for that. You could have 999 defense and someone would need kidnapping. It's honestly frustrating but I do remember someone making a mod that answers that particular problem.
