Description
Edit: added another line to the history at the very bottom that I forgot to add since I needed to re-type it. Wei-Guang's daughter died long before this current situation. At that time Wei-Guang retaliated against Chanyu as well but that's a different story. However Wei-Guan does have a reason for doing what he did to Chanyu's people right now as well, however that reason will only be revealed later.Had to redraw this, cause I couldn't find the original anymore, anyway:
Name: Wei-Guang
Job Title: Emperor
Species: Leavanny *
Gender: Male
Age: 62+
Race: Gang-Tie
Nature: Adamant
Moveset:
Swords dance
x-scissor
leaf blade
endure
agility
Shadow claw
Bio:
Wei-Guang is a very stern and uptight individual,Intelligent, articulate and calculating. He believes Gang-Tie is the greatest among all of Avalon, A fact that is hard to deny when one would look solely at the numbers, the size of the country, it's agriculture, craftsmanship, wealth, army force and let's not forget it's political influence. Gang-Tie is one of the powerhouses in Avalon. However this seems to have warped Wei-Guang's view on the rest of Avalon, feeling that he and his country are better can make him a bit condescending, and he finds few worthy of his respect. Wei-Guang is a seasoned warrior and master of both the blade (the actual blades being his arms) as various martial arts. He's especially fond of Tai-chi (combining both his agility and swords dance set up moves), Seeing as it helps him relax the stress and frustration he often experiences. Wei-Guang never smiles, it's as if he's face is carved into a never-ending, and slightly judgemental, frown.
History:
Wei-Guang was born after the great wall of Gang-Tie was build, and was taught from the moment he could walk that he, as the crown prince of the greatest country of Avalon, was superior to the rest and should always command respect and have an air of authority. Needlessly to say, when being raised, love and emotions were not that important. Wei-Guang's life would serve one purpose to maintain the honour of their family, keep their family on the throne, and retain their reign to continue keeping Gang-Tie the most powerful country in Avalon. If the lesser folk would get in the way of that, even if they where of Gang-Tie origin, then they would be an enemy to the country and shown no mercy. It was all about structure and control. Something that those uncivilized Chanyu barbarians up north certainly didn't have, they had been a thorn in Gang-Tie's side for more than a 1000 years! With their petty attacks out of jealously and greed for the greatness of Gang-Tie's power.
Wei-Guang grew up fully believing all that his father's advisor's thought him, the great Gang-Tie culture had to be maintained. When he was crowned king he was to simply take a wife and produce an heir to repeat the cycle, he had plenty to choose from with all his concubines and even beyond that, who in Gang-Tie would be foolish enough to disobey their gracious and good ruler if he where to ask them for their daughter's hand, after all they would receive quite a bit of money and the honour of course of their daughter becoming one of the emperor's concubines or wives. However, the emperor ended up falling for a certain Leavanny who turned his life upside down, as she rejected him first time he asked for her hand. Not wanting to be one of his many wives, but for him to, if he truly loved her, love her and only her for who she is, which happened to be quite the opposite of what wei-Guang was. Someone who didn't care for the bigger picture of Gang-Tie, for it's power, influence or wealth, instead cared for it's people. Insulted Wei-Guang declared that she would shame her family, however without backing down she replied that she would have shamed them if she had excepted his empty offer without love. Wei-Guang could have ordered her to be executed for disrespecting the emperor, he could have even taken her by force, however more than insulted he felt shocked and returned to the palace without another word. However he could not forget her, and continued to ask her again as months and eventually years passed, and bit by bit he changed his ways, becoming more compassionate and opening his eyes to the things he had previously ignored, and in turn he started to do truly good deeds, not so much for the country as it was investing in it's people. He no longer felt any desire for any of his concubines, as all he wanted was her... And when he met her again, and went down on his knees in front of someone else for the first time in his life, and asked her hand, she said yes.
However their happiness was short lived, after the birth of their child she passed away. In grieving Wei-Guang started to revert to his old ways again. However not completely, as his newborn daughter kept some of his new-found believes alive. Gang-Tie remained rather peacefull in this time, but it did not last. Many years later, after a Chanyu attack a certain Shyther showed up in the kingdom, working as a gardener in the emperor's gardens. His daughter fell in love with the man. Wei-Guang however doubted the man's intentions and proclaimed origins, he ordered his two guards in training, Yun and Yue Shi to keep their eyes on the couple. And when his daughter asked to marry the Shyther he refused her wish. However the affair was not settled, and not that much longer the two eloped. And as the search parties returned news reached the emperor that Chanyu's spies/warriors had been captured and after interrogation and torture confessed to having killed his daughter. After this Wei-Guang grew very hateful towards Chanyu, more than ever. There was seemingly no love and kindness left into his heart and he once again ruled without emotions. The only sign that heart is still hidden under his steel facade, the small red flowers his daughter had stitched on his sleeves when she was younger, which he hides from side underneath his emperor's robe. Now many years later (say about 20), Wei-Guang again rallied his forces to attack Chanyu like he did after he lost his daughter. However unlike the last time instead of simply being out for blood he decides to kidnap both the Chanyu women and the tribe leader's son. He didn't give his soldiers the reason nor the goal for this operation. Perhaps this is the first step to decrease the Chanyu population, planning to wipe it out entirely in the near future. Or perhaps he's trying to gain some sort of leverage. Perhaps his intentions will be revealed once he has been brought before the Aetherian court. However Aether might find that it has involved itself into a conflict that might become more than they can handle, and on top of that might find themselves on the wrong side of the conflict, as this action will surely make an enemy out of the mighty Gang-Tie, whose army could easily wipe out the entirety of Aether...
Long history is long, bottom line Wei-guang is kind of an ass, but he's got his reasons.

From looking at his backstory, somehow I question if Yuki will be fully loyal to Chanyu if he finds out. If anything, he may end up only dragging the emperor back to Aether and making sure nothing else happens... if not show contempt toward the tribe (Save for Toga, seeing that he is oblivious to the situation.)
Not to say though Yuki won't try to teach this guy a lesson or two, even if it has to be in a unfair situation; he did resort to kidnapping after all when other options were available... Then again, Yuki's entire family was killed and the Oshawott not only losing emotion completely, he proceeded to go on a one-mon army killing spree with nothing seeming to stop him in a far-away land who's forces are comparable to that of Chanyu and Gang-tie. (And with some honesty, he still sprees at times, though he never seems to attack anyone not affiliated with the group he's targeting, unless they become a issue.)
Also some honesty (I am very likely going to get hammered on for this), the 'unbeatable' trait to some may not be the best "stop sign" to someone beating him down. It's a trait that I've seen one to many times (And half the time, SOMETHING happens to prove otherwise, such as a bigger fish or a .) Not saying that Yuki will best him however, as I am thinking a stalemate is the best the Oshawott can hope for in this situation (Type advantage + experience + honor being Wei's advatages, and Yuki having his tendency to learn and start fighting in a certain way adeptly (He started doing stuff a fully trained warrior should be doing at age 8), speed, and a somewhat nasty (And in a way alien) tendency to be brutal in a fight to aid him.) Both characters however seem to have some emotionless traits (Yuki is getting his back, but during a fight, trying to use emotion on him is a fruitless manner, so much so that emotion-based attacks such as attract do not work on him unless it's his sister... and she's dead) as well as a tendency to overcome supposedly impossible odds... but seeing how things are, the fight will just end with reason being the final blow to both...
*Insert moment where Yuki hears about the past as well as what started all this during the fight and ends up walking out in a rage, leaving behind a confused Wei-Guang while the Assassin leads the prisoners back to Aether while he speaks under his breath about how he feels about the situation.* (Assuming the situation where the emperor gets kidnapped but somehow breaks free halfway out of Gang-Tie)

First on a small note, your comment made me realize I forgot to clear something up in the history, so I edited that, The death of his wife, as well as the incident with daughter and the current mission all have quite some time in between. His wife died as his daughter was born, then after his daughter became a young adult she eloped and the incident happened. However it was around 20 years later that the current mission occurred. And while perhaps it's connected to the other event we can't say that for sure, as we do not know Wei-Guang's reasoning for his current action, in fact not even his army was told the reason for their attack on Chanyu, seems Wei-Guang is keeping secrets... Or perhaps he simply doesn't feel the need to justify his actions. After all Chanyu has been their enemy for a long time haven't they?
Poor little toga, he actually wants to mend the bond between the two countries, not understanding that with their history that's near impossible. To be fair to Chanyu though, and Guga's tribe in particular, we do't know who or what was involved in certain incidents as of now. Seeing as we only have Chanyu's side of the story we don't know if perhaps Wei-Guang is making the wrong conclusions or not. That will only be revealed after the mission, seeing as Wei-Guang will then be interrogated by the Aetherian court. This whole mission is gonna set some things in motion though, we admins are gonna be quite busy as things might get a little hectic Yuki is not alone in that, despite Alaric thinking Wei-Guang is wrong for doing what he did, he's not going to allow Guga to harm him if he plans to, especially not if he learns of their history which he is sure to do if Gaius has any say in it. Even though, that won't mean Wei-Guang is going to be very forgiving for Aether's attack, whenever it was willingly or not, Alaric is going to be stuck between a rock and a hard place with those two in the room.
Tt's actually not meant to be that much of a stop sign, I'm not sure if we stated any where that they were unbeatable, because they are certainly beatable, they are just strong compared to for example the typical guard you might find, they will pose a challenge. So if anything it's more of a warning to indicate that (s)he's a tough cookie, and is not likely to go down in one hit, if a member feels they have a plan to take him on it's of course a possibility, no S.NPC is unbeatable, quite the opposite. We like to see members think of creative ways to deal with situations so that's why we give it as a bit of a prompt; "He's pretty strong, what's your game plan?". This can also be a well thought out battle strategy though, like a combination of moves or clever manoeuvre, playing into type advantage and planning moves with that in mind could also be considered a battle plan. We also like to make people consider the situation we place them in in the mission. for example; the only problem with fighting this guy would be unless you catch him by surprise (or are way stronger so you can OHKO him) the fight might give back-up enough time to arrive, seeing as it's the emperor's personal chambers you are not going to be able to sneak a large amount of people in there so you could get outnumbered if the fight drags on too long. And if you have not taken care of Yue and Yun before that, who are both not easy (possible for sure, just difficult, time consuming and likely damaging for your character) to defeat you'll have an issue. But Yeah long story short, members are free to battle characters even if we state they would be wisest to avoid, in fact we count on some members doing that as it's like we are presenting a challenge
*Haha, Yuki storming out of the room in the middle of the fight is definitely going to confuse Wei. I can already tell you the emperor will make it to Aether. However for what's going to happen after that... This guy does have an army let's not forget, and it's quite big. Not saying war will happen, just saying, he's probably not going to be there for too long...

Ahh... the classic complication issue that ends up sending the parent to Yveltal. Do have to say though that when it comes to pokemon, the 'born' part confuses me... after all... *Bill Nye mode activate* is a pokemon considered born after the egg has been laid... or after the egg has hatched... /shot ... To be fair, I can see Wei-Guang not feeling the need to justify his actions after being provoked like that... though at least his army could be told the reason... guess he wants to settle things before explaining himself, if ever... (Gah, another trait that Wei shares with Yuki; The Harenzi North Club is unable to put a finger on why 'The Vigilante' is relentlessly killing them by the dozens when the reason is the classic "You killed my family, prepare to die!"... put them both into a forced conversation and they may end up getting along.)
Funny enough with a little honesty, Yuki is more of what one may call a 'wild card' then someone fully afiliated with a nation or side... though with more of a side that has him decide what is the more justified action with the best outcome... And he's used to being on the run (You'd think I was joking if I told you his disguised version's bounty back home, but he was careful enough to disguise himself, so there is only three other pokemon that know the link between his two versions. 5 if Sophia decides it must be said... so right now, he's incognito save for his known flower theft in Galiamir) so getting himself in trouble is not out of the question... who knows, if Wei-Guang turns out to be in the right and is convinced to take a more ethical approch... he can consider himself to have a new ally... but we'll have to see how things open up... and Yuki may be with Toga on trying to get a peaceful resolution to all this.
I believe it WAS stated that he is unbeatable... as it was implied first during the dialogue from Abo...
--"Make no mistake, Wei-Guang is a master fighter, far better than you could imagine. Best be ready, for he is highly skilled and powerful, I’d suggest avoiding equal combat with him, because you will not win"
And then made explicit here...
--"It’s impossible to beat him"
(Both quotes are sourced from the M7 journal)
It kind of told me that there is a 100% chance of failure if you try to fight him in a normal manner, regardless of what you do and even if you have more friends or something to level the playing field, making dirty tactics the only option even if someone was also a master fighter or brought one of those fancy "rifles" to the fight (Not that that's happening... "Hey Sensei, how do you use this stick-in-a-thing?"). Might have been better to state just how powerful he is so that everyone knows what he is capable of. (Yuki took on 60 pirates as well as a few mega-evolved pokemon and someone in armour so heavy that most attacks that could be used on him simply bounced off harmlessly... and the Oshawott won unscathed. How strong is Wei-Guang? comparable to a nuke... needs nerf) But I can say that if a fight DOES happen, it'll be interesting... At least Yuki won't be fighting Pokemon he can just parry a attack on before cutting them down with their own weapon or another subtle effort that makes it look easy.
And... bonus...
Yuki : "Wait, they did WHAT do your family?!"
Wei : "They killed my only daughter. The way I see it; Eye for a eye, their only heir to their throne for my own."
Yuki : "...Considering what they have done already... Know what, forget it... Good night, the prisoners are coming home, and I will be having a word..." *sheaths weapon and walks out*
Wei : "What the-- Wait, we're not done yet!"

I think after the egg has hatched. Seeing as at that moment the egg born baby is at roughly the same state as the regularly (mammal) born baby. Wei-Guang expects them to listen and preform their duty regardless if he gives them a reason or not, He's their lord, that should be enough reason according to him.
Toga, being the only one who is willing to listen to both sides it currently the only right party. Alaric would be willing to, but he's unfortunately forced to pick Chanyu's side right now, seeing as they leave him no choice. Guga and Wei-Guang's intentions are not completely clear to us yet, Guga claims he's doing all of this because of Wei-Guang's current actions, however he doesn't tell Alaric anything about why Wei-Guang is doing it, maybe he knows maybe he doesn't. And we can not get Wei-Guang's side of the story until we complete the mission, and therefore we will have to already make an enemy of him by attacking his kingdom and kidnapping him. So Toga is technically the only right one.
Well what do you know, I stand corrected, you are totally right, thanks for pointing that out I probably missed that while combining Dede's original text with my own and editing. I've changed it slightly now. Abo's comment however remains the same, in his opinion the winning chances are too low.
You CAN technically beat him. The point was more supposed to be that he's hard to beat especially by one pokemon, before he could alert the guards for back-up. If you can take away the back-up problem a one on one is definitely not out of the question and you could win it, though certainly not easily. The canon reason I personally had in mind about why he will be hard to beat is because of him preforming Tai-Chi in his personal chambers, in this practice combining both his set up moves agility and sword dance, meaning he hits hard and he hits fast on top of being rather graceful when it comes to dodging, he's a calm fighter, analyzing the opponent instead of simply attacking. Though I would have my character clash with him too most likely, seeing as he would make for an interesting conversation and fight. I would however not have my character beat him, but simply take him to Aether. Taking too long could jeopardize the mission after all, and we don't want to piss of Wei even more, besides I'm always a fan of writing characters who don't necessarily win all their fights by force, makes them more dynamic and interesting.
Edit: Stine brings up some arguments as well, he can indeed not be killed (since we need him alive for the plot), in the end it's still your pick what you do, though our thoughts seem to differ slightly on some parts this has probably got to do with the mod he mentions that requested it, I was not fully aware of that, these were our general intentions when we wrote the journal though.
*Wei: What's up with the assassins nowadays, in my time... *old man mode

Pardon me for interrupting a conversation that didn't include me, but I can shed some light on the whole "unbeatable thing" with the emperor.
Most important to note is that what is read in the journal for the mission is suppose to be applied to said mission, which is to say, he is unbeatable only during this mission. In no way is he immortal or the greatest fighter in the land, if anything the Shi twins are the current pinnacle of Gang Tie warriors. However, there are many people in the group who don't want to take the time to write out failure, qed, they have unstoppable killing machine characters and thusly would likely write that their character beat the emperor without breaking sweat. We understand, and are fine with, members having characters who are powerful, but being able to knock down a pretty impressive for wth no trouble is 1. a bit disrespectful to the their creators 2. a bit f an eye roll as people get tired of the constant victor, so this rule was implemented at the request of a mod - who can name themselves if they wish but I will not call them out - to keep the confrontation both realistic and interesting.
Morecover, we wanted to avoid giving out the message that members could just kill or gravely injure the emperor, this guy's a Special NPC for a reason, he's a got an important role to play and we'd like him to be able to play it alive, but this is more a minor thing, we didn't expect many members would want to go in guns blazing, so to speak, and killing the guy off.
So, I suppose you can say this mission has an invisible wall going on: you can't beat the emperor, not right now. This wall will be removed, when, well it'd be spoilers to say, but allow me suggest that by that point most people wouldn't really care enough to fight him again unless they held super deep grudges.
But yeah, I hope that explanation helped.

Yeah Leavanny's design is great, it gives me a happy feeling, it's stats don't make me that happy though it can be hard to use indeed, especially in a nuzlocke or something of the sort. Yeah, poor Wei-guang, the guy can't catch a break, even after working so hard to change his ways he still ends up with empty hands.
Of course you can. Canonically we don't have him paired up with anyone as far as we have planned, but I'm all for members writing their own canons, seeing as basically each member has his or her on version of the entire group story that follows their characters. Therefore I say go ahead, the guy might need a little love after all.
