I did it with one of my other pics and I thought it was a good effect. (It also makes doing backgrounds much easier! )

Indeed background is easier but I find coloring what you draw is harder or longer cause for me I use the bucket tool and sense the screenshot has tons of different colors it doesn't want to fill the area we want

I usually use layers to make it easier: one for the background, one for the colour and one for the outlines
