The Genesis does have a higher clock speed, but in every other way, the SNES is superior. The SNES has support for more colors, more detailed sprites, higher resolutions and so on. The Genesis needed the 32X in order to have SNES-like (Not identical) color quality but the SNES already has it without addons.
The SNES (I believe) uses either 256 or 512 colors, whereas the Genesis uses 16 with no addons or 64 with Sega CD or 32x.
So really, even a Genesis with a SCD and 32x isn't comparable to SNES when it comes to palette quality, it's just closer.

It's difficult to say - Genesis/Megadrive was a bigger part of my childhood because it was more popular in Russia than SNES (considerably more so), but SNES has awesome RPGs that I came to like later, so... I like both for different reasons (but Megadrive is more "nostalgic" for me)
