Downloading the DLC has nothing to do with why you can't create the Warners.
It has to do with the fact that you're playing on console, and you can't create custom skins on console, you can only choose from pre-made ones.

(If they did) Not only I would have played as the Warners in the Mario DLC, (Since you can switch to other skins that you have unlocked) but I would also choose Mario in helping them get away from Ralph.
