Based on her and Ash/Brock's reaction when the wall separating them came down thanks to Togepi (plus exposed the entrance to Cinnabar Gym), screaming at the dead of night, they probably were naked underneath the towels, though at least she was modest enough to continue wearing a towel even when she's the only one besides Togepi in her area of the hot spring. That's certainly better than Love Hina at least, where the girls for some reason have no qualms getting buck naked in front of each other in the baths yet get angered when Keitaru Urashima, even accidentally, stumbles upon them, as noted below. And was definitely better than the infamous cut scene from Electric Tale of Pikachu where she was clearly bathing buck naked and there wasn't even a wall separating them.

That being said, this was just from the episode this image was sourced from, "Riddle Me This." AJLeeFan4Life's version may have taken it further and had her pull a Ned Flanders (wearing a bikini or one piece underneath the towel to avoid either her looking at her naked body or anyone else seeing her naked body) for all we know. In case you're wondering what I mean by that, in the beginning of the infamous Flanders-centric episode "Home Away From Homer" (the one where Ned Flanders moves away from Springfield after he discovers the town mocked him behind his back, even Homer, especially after an incident where he unknowingly allowed two college girls to take advantage of his charitable nature to film soft-core porn at his house), when Marge and Homer arrive at Flanders' place to have him temporarily babysit Maggie (due to Lisa making her family see a movie about the Kosovo War under limited screenings from an NPR-type radio show), they find Flanders in the bathtub bathing, and he agrees to take care of Maggie. He then gets up to grab her... and it's revealed that he's wearing a bathing suit all along, apparently so no one, not even himself, would see his privates even during bathtime.

Well, at least she's modest either way. She was wearing a towel when she's effectively alone in that hot spring. At least its better than Love Hina, where the girls beat up Heitaro Urashima for invading their privacy (even when it wasn't even his fault), yet they for some reason have no qualms with exposing their bodies to each other, meaning they weren't even close to modest. And at least Misty doesn't strip in public either, unlike a certain other Pokémon anime female lead (*cough*May*cough*).

She was. Misty was deep in thought about the final riddle by the mysterious hippie (later revealed to be Blaine, the Cinnabar Gym Leader, in disguise) regarding the location of Cinnabar Gym (The riddle was that Cinnabar Gym was "in a fiery place that not even a fireman can put out." Later revealed to be Cinnabar Island's volcano). While that particular riddle wasn't exactly solved by her (unless you count Togepi accidentally moving the Gyarados statue fountainhead lever to reveal the secret entrance, and knocking down the dividing barrier in the process as solving it), she did solve the other riddles easily, including the riddle after this one, meaning she was effectively the reason why Ash even got to Cinnabar Gym and got the Volcano Badge. Had it not been for her, Ash probably would have skipped Cinnabar Island's gym like Gary planned to do (and for understandable reasons, since Cinnabar Gym was believed to have been shut down or something).
