Morning Sun, as an attack, acts both as a reference towards Chopper's healing skills, as well as the overarching theme of One Piece: the Dawn of the World. Solar Beam feels kinda right for someone like Chopper who's easily impressed with laser beams/robots

The way it evolves due to friendship could be seen as a reference towards how Hiruluk befriended Chopper and basically became Chopper's father.
