There are technically three different Fractals. Well one is just the original Hacker that Made Fractal but Fractal's looks are based on him. This idea was based off of serial experiments lain.

Original Hacker: He is the man that created the Hacker Virus. He's allusive and goes by the name of the Virus he created. He isn't a part of the Undertale world...He's just a guy. Like...from our world. However he is highly advanced in his skills and works for clients on the deep web. However...Currently, His Virus has developed a life of it's own and moved around the deep-web into the surface web on it's own accord. The Hacker-virus now has attained it's own sentiments. The Original Hacker has lost control of his own creation and is afraid of it himself...as it seems to have outsmarted him.

Hacker Mode: The mode he's usually in. He can go between universes here. He can re-code, code and create different things into the game or computer he is in. He can duplicate his files on his own and easily bypass most Security. In this mode he's a lot more...playful. He isn't hostile and can be levelheaded. He isn't afraid to be a little harsh at times though...

Virus Mode: A destructive mode. Most code that comes in contact with him is destroyed and absorbed. Those claws aren't just for tearing through characters but mostly to tear at the coding in your hard drive, Causing computer crashes to killing the computer or game. This mode was made for self-preservation but isn't always used like that. This mode usually kills a computer and it's protective software in seconds. There are many looks as this Form has...in betweens but this is the most progressed. The more progressed the more damage to software and you computer.
