Ah well, trust me. My OC (WintersLynch) is more of a stallion who loves to see a lot of confidence in the enemy and then in a perfect timing, he destroys that confidence. Allowing him and his Operatives to have a bigger advantage then the enemy. But ya know, Commanders and Directors they have something in common these days.

It depends, currently I am the Director. And I have an overseer. Basically, this Overseer is picked by the Director (Me) and consent by the other Council members.
What I mean't by the 'Council Members'. They are close to the Overseer, but the Overseer is the Pony In-charge of Overseeing the Bureau Of Magic, Research and Defense and is also In-charge of the Council. Something like this is in a more clearer way:

Well, Twilight was elected by the Council, including me. To be the next Overseer of the Agency and the Council.
Answer to your question: In-case of a National Security times, such as the Changeling attacking Canterlot or any up-coming disaster that could lead the Equestrian Government to Collapse. Each members of the Council will be evacuated into different locations, they're all gonna be boarded in a different Transport to confuse the Hostile Forces of which one is the real Transport that the VIPs are being carried.
OR in dire times, such as Tirek has taken powers from every-pony. But before Tirek could can take action, any available Council Members that can be in-reach has to be immediately evacuated to a nearby Site Location and put into High Security, being guarded by the 'BMRD, Central Operations and Tactics Division'. In other words, Yes. In prior times, BMRD acts like the Homeland Security.

Yes. But in time, if there are no Alicorns to rule. The BMRD 'ACTS' as the Government, until the find a replacement, aka finding another Alicorn to rule.
Plus, it's a continuity plan of a Government, if in case like the Princess were all wiped out, BMRD acts as the Continuity Government. Our other role which is, to make sure the Government sustains Peace and Maintains Law within the Equestrian Government.
