It seems I am not the only one who thought the same.
They look way to similar you might think they were related. (Or at least the games were made by the same guy who did Cave Story, which is not the case.)

No, these games have created two different people) Cave Story by Pixel and Undertale by Toby Fox.
But in this game a lot of references to other games, books, comics and so on. In particular, history and race of monsters(Toriel, Asgore, Asriel) - a reference to Cave Story's mimiga. I'm sure about it C:

But, maybe the similarities in their designs was intentional, as a reference to the mimiga's. Unless we get confirmation from Toby about this, we may never know for sure.

That's not surprising at all. In fact, you can't say the designs of the Dreemurs weren't inspired by the mimigas of cave story.
