Actually, this effect was created with photoshop... I've no idea if something like that is available in SAI

You can actually just set the image to Black and white mode and do the same thing.

Well, in Photoshop there's more than a way to do effects... The cool fact about this is that you can do it in RGB, CMYK... No matter the color mode you're using. Just a few steps and you can continue working!
