This is simply how I smudge manes and tails, and may not be perfect for everyone. As a side not, to get a more "surreal" look out of this you could lock the layer's transparency and run over the mane/tail with a 5px round smudge brush at about 20% opacity.Horse:

I am glad it helped you. I used PSP7 and X for a while, so I know it can be difficult smudging in there.
