I wanted to illustrate one of my favourite friendships, and surprisingly it revolves around Ho-Oh and Lugia. What a shocker.The actual written stuff isn't too much like this, so this is only the bare bones, or as I would say... this is more the extreme version. If you took everything below and amplified it. Lugia isn't this protective or obsessive in the actual thing, and he handles the whole conflict very calmly. It's actually Rayquaza that freaks out. BUT HEY THIS WOULDN'T BE SO GREAT IF I DIDN'T OVER EXAGGERATE.
STORY TIME, FEEL FREE TO SKIP
Rayquaza is an emperor in this universe, and owns Hoenn, which is one of the strongest regions that oozes with power. He got most of this by winning over other legends and forcing convincing them to join his kingdom. Most of the power came from the continental giants Groudon and Kyogre, who Rayquaza tamed earlier on. His collection grew when he triumphed over the king and queen of the Eon Clan, making the whole legendary species remain native to Hoenn. Regigigas' servants also came to live in the tropical paradise, and thus Rayquaza's army grew. Think of it as the animal kingdom and it makes a lot more sense.
But even with all this power. Rayquaza was alone. No one stood at equal footing with him, and he hated it. He wanted a bit more control, and tried to get it from hopping from region to region and taking legends from their counterparts or families there. By chance, he hears from a group of immigrating Xatu that there's another sky guardian in some region east of there. Rayquaza assumes the other "emperor" will try to kill him later because they share the same title, so he goes to beat him up. Surprise, it is not an evil dicator, but Ho-Oh, a bird that is very pretty; definitely an eye catcher with an immense amount of power.
Rayquaza tries to sway him over because having a duo with another sky guardian would be terrific. All that is crushed when Ho-Oh bring up having a counterpart of his own. Rayquaza's initial plan is to just defeat Lugia and take Ho-Oh himself, but Lugia is a smart talker, and knows how to hit where it hurts. He's also big, scary, and follows Ho-Oh around. When Rayquaza hints about Ho-Oh coming to live with him the worst of Lugia comes out, and the two of them start to tear each other apart. Weeks later they come to the agreement that Rayquaza can remain friends with them on the condition that he doesn't try to pull anything funny. In the end, the three of them actually form a nice friendship, but it isn't without its flaws.

Indeed it is! Ho-Oh's real name for him is "Lulu" but whenever he's angry at him he just shortens it to Lu, haha.
