Originally done to help out ThunderGoddesKino , but with her permission, I'm posting it to my gallery, as others may find it helpful as well.
Art in the top left is by ThunderGoddesKino , celebrity photos and anime examples were found on google. Please realise anime isn't my comfort zone - I'm suspecting there's loads of examples that could be used that are much better than this, but I just found what I found.
This mini-tutorial is finished, I will not be adding to it anymore. Please enjoy. If you can read my elvenscript. XD
Also apparently "Digital Art" tutorials do not seem to allow for human anatomy to reside there. Hrm.

The mouth is an interesting thing to draw. We've stylised it a lot, but it's always good to be aware of the basic anatomy that's behind it. That, and I'm really bad at anime anyway. XD

Haha, anime is what got me into drawing so know I have to "unlearn" the bad anatomy I picked up from it. Who knew jaws actually have to move when you speak! XD

Approached correctly, I don't think it's a bad medium. It gets a lot of its bad reputation from the market being over-saturated with it, and (this is just my own theory here) from the fact that a lot of people start out with that art style and never trying to progress beyond it. Perhaps, some think that "This is easy!" - and sure, the simpler stuff is, and they get comfortable with just the style because "so-and-so is famous and s/he only does anime!" without, perhaps, the realisation that their idol artist studied a lot of basic anatomy and life drawing and other disciplines that adds to their arsenal.
