Yeah...
I have not actually watched the show/read the mangas, but my impression from the tiny reference pool of screenshots and official artwork is that their relationship is extremely romantic. I don't assume that it's sexual, although I don't discount the possibility, but I believe that the pair of them have strong homoromantic impulses toward each other and are likely common-law married for financial reasons.

Well the creators are keeping it mildly ambiguous. Maybe not to offend the hetero fans and shippers or the "My Waifu" guys who would get angry if either of them got into a real relationship. Still they mostly live together and Nanoha's adopted daughter calls Fate Mama so it's essentially All but said outright that they are together.
