I'd just like to point out that if something were on fire, the smoke would more than likely be black... Also, not all smoke is dirty, or polluting, it could just be water vapor... >_>

It's kind of menacing... old-looking buildings versus a group of towering dark skyscrapers, plus huge clouds of smoke in the background. I've never seen actual Moscow, but this photo looks like it was shot somewhere in a fantasy kingdom of darkness or something

Because it shows the amount of pollution this city creates and also how crowded this place is (like every metropolis).
Also with the slight brownish/yeollowish tint this picture looks even more hostile.
With some modifications this could look like a modern dystopia.

If it was steam you couldn't see it. Steam is invisible. But whan you can see is steam condensing on particles in the atmosphere. So in the end this is dirty water. No pollution - no steamtrails.

Actually when steam is warmer than the surrounding air you can see it. Thermodynamics. It is clean, boiled water vapor.

Yeah, Thermodynamics. Exactly. Just have it in my studies so this backs it up again.
Obviously the exhausts from these building will be much warmer than the surrounding air.
But still vapor/steam is invisible. What you can see is steam condensing back to liquid water on the surface of small particles in the atmosphere. Similiar with snow. If there wasn't anything in the air like dust there wouldn't be snow.
The more dirt in the air the denser the "steam".
