No, steam would just be water vapour. The gas here is coming out of smokestacks. It's some sort of exhaust. Besides, steam wouldn't be that grey in a photo.

Like Lone-Garou said, it's water vapor from cooling towers and so-called 'smokestacks'. Industrial facilities rarely emit visible pollutants; it would actually be incredibly inefficient and costly to burn fuel so incompletely that it emitted visible particulate, as with a campfire.
