Birdy the Mighty/Tetsuwan Birdy and all related characters are the property of Yuuki Masami.I already explained the inspiration for the pic here and here . This was done a little while ago, but I only recently decided to upload it.

Thanks. Regarding your question, she's the title character of an anime called Birdy the Mighty, though it's called Tetsuwan Birdy in Japanese. There was an OVA series in the 90s and an TV series that came about recently called Birdy the Mighty Decode. The Birdy in the pic is based on the OVA.
