Newer version of this pic can be found here.Here's what I whipped up for this month's Character Design Challenge. Since the theme was dragons, I thought I'd tried my hand at designing my own unique take on a dragon. Rather than the usual scary beast like dragon, I'd thought I'd try a more sophisticated anthro dragon woman. Her name is Adalinda, which means noble serpent. She still loves collecting treasure like most dragons, but usually goes about it in a more sophisticated way through regular treasure hunting or business negotiation.
It was also one of my first times trying colored outlines. I'd love to hear if people think it works or not.

I like the style! It kinda reminds me of a kids show, especially the face it's adorable! One thing I'd recommend is practicing more fluid poses and looking up color schemes. She's a bit stiff and her hands are a bit awkwardly placed, I recommend Pinterest for some unique poses to reference from. And bright colors are fine, but I think bringing the hue down a bit would make it more pleasing. Also, blue, pink, red, and black don't really flow together. Try using contrasting colors (like blue and orange) or similar ones (different shades of blues).
But, I must say the colored linework and the design look really good! Simple but pleasing!

As for colors, you might be happy to know I did a new version of this picture where I try some new colors for the dress to make it more pleasing. I hope you like it.

I like the design, simple yet unique. I like the cartoony look you gave her. Her character stands out with the way you drew her.
I would first like to address the colors. There are not many colors on her and that's not a bad thing. I would suggest though to change the colors on her dress. You could keep it red but just change the color of red.
If you look at the color wheel, the color directly across from the blue you've chosen is an orange color. Either you could change her skin/scales to be a darker blue or change the red dress into a darker orange. Also change the dress color to a lighter black. Don't use pure black on fabrics or in places with a lot of light since it usually looks like a giant black hole. If you look at this drawing I did here
you could see that the pegasus is black but not fully black. This is so that you could see the lines.
I also suggest to give her shading. Usually shading isn't the utmost important thing with character design but it does help to see how the scales reflect light.
Lastly i would change the tail. At first the tail doesn't look right since it seems like it's coming out behind her and then to the side. I understand where the tail is but maybe show the whole length of the tail instead.
