It depends on assignment. They get commissioned for mercenary work, depending on ability. Dromedary Heights is very dysfunctional, so there are always community service assignments.
Very few girls have to be 24/7 on the premises, so Camelorum is more like an overblown halfway house than a proper prison.
They stay in their cells without an assignment, unless they have perks for good behavior. Then, staff pending, they can stay in the cafeteria or lounge and socialize.
The Camelry even have their own training room, similar to the X-men's Danger Room. 2nd floor get the dangerous assignments, such as fighting aliens. 1st floor are usually janitors or other odd jobs. Basement wear tan outfits rather than orange, and rarely get assignments other than road construction. Basement are the serious criminals that show signs of reform, and have no unnatural abilities. 2nd floor are the supernatural screw ups. 1st floor are the non powered tragic accidents and minor offenders with bad luck to spare.
Talking animals are usually stored on 2nd floor, but there are exceptions.

I am not sure "allowed" is the right word. They all have to put in mandatory work-time on a chain-gang, so they are out of their cells, out in the community even, on a regular basis.

I have plans for them to reverse engineer SCALLOP tech after a Percolation event. They can have stunners and S'Polers , eliminating the need for actual chains. They can't hire Candace to help topple regimes if she can't move about freely. plus, they know she needs their help to find her missing father, so they know she'll always come back.

Kisha: "What are you doing down there, Miss Ceramic?"
Sarah: "Kicking the little smiley faces on the bottom of your bunk! They're staring at me funny!"
Kisha: "Yeah, okay. So we've both been in here way too long. Therapist stops by in two days."
Sarah: "Speak for yourself! You're always trying to escape!"
Kisha: "We're surrounded by circus freaks, and that rope at the theater thing was not my fault! I was nowhere near the rope that got tampered with! I don't wanna become like the other weirdos in here! And the longer I'm around that Carly, the worse my chances are of becoming one second-hand!"
Sarah: "Bigotry and self-pity. That'll get us real far! What part of the judge not caring is so hard for you to wrap your mind around? I didn't plan to hurt anyone! But when I said it was the 3-Legged Man, they all laughed and thought I was a prostitute! I'm stuck here now, may as well accept it!"
[pause]
Kisha (aroused): "Was it an actual third leg that he had?"
Sarah: "What do you think?"
Kisha: "I can't stand the thought of winding up like Anita, or, or or...Gwen! They can't put me in here with that; it's inhuman! I'm gonna dig a tunnel! Tell no one! I'll go straight to China if I have to!"
Sarah:"Still better than eating the food at county! And digging a hole straight down from here will take you to Mati in the Philippines. Their jails suck worse, trust me. It's on Netflix!"
Kisha: "Great, I got stuck in a cell with Google Satellite!"
Sarah: "At least I'm not Cleverbot."
Androida (in distance): "I heard that!"
Sarah: "Siri sucks!"
Androida:"Thank you!"
Mickey (one cell away): "Uhm...I don't mean to b..b..b...b...be a b...bb...bb...bother, but..."
Sarah: "Nope, we're out of popcorn, sorry. Die, smiley faces, die!!!"
Kisha: "Yeah...do that when I'm sleeping, and your face will be my digging shovel!"
Mickey (sobbing uncontrollably): "I ONLY WANTED TO PET THE KITTEN! How was I to know it was Xomian, and would kill my best friend??? It was cute, and....REALLY PINK!!!"
Sarah: "I would think pink fur would be a giveaway, but that's just me."
Kisha: "Did it bite you? Please tell me it didn't! I can't take anymore freaks!"
Sarah: "Relax! It probably will just make her grow suction cups on her arms like an octopus or something. Totally harmless, so long as you don't play patty cake in the shower! If she were really dangerous, she'd be on second floor!"
Kisha:"But you do have some after-effects?"
Mickey:"Only in saltwater."
Sarah:"See? Keep her off of beach-cleaning assignments, and everything's smooth sailing! Quit smiling at me like that!!!"
Kisha:"There is nothing there, Sarah! You're hallucinating!"
Sarah:"I hope so! Hey, is that one wearing Lincoln's hat? Oooh...now that's crossing the line!"
Mickey: "Am I getting a roommate?"
Kisha: "Yes you are! Tall! Bald! Has the voice of a man, but is definitely a woman! And we're not talking any of that Jenner crap either! Burly, tattoos everywhere! Mean and buff! Grizzled! Won't know you from a toothpick, with razor sharp teeth!"
Mickey (running for cell toilet):"I'm gonna need Depends!"
Sarah:"I thought Beatrice had a pink mohawk and was still quite feminine? She's just hard as a brick and laughs when hit with a 2x4. And that Cockney accent!"
Mickey: "I'm saved!"
Kisha:"They're not moving her out of a cell with Luin!"
Antonio arrived, with Mickey's new cellmate in tow.
Antonio (amid thick Mexican accent): "Hey d'ere mujeres! I've got a good one fer-yu to watch fer now, until we get more stuff figured out for him on second floor!"
Kisha:"But...I didn't think individual cells were also coed!"
Antonio:"Not normally. But we got issue that need resolve; so this is special exception! No worry, Kish, he not stay wit you and Sarah! He wit Mickey!"
Mickey's face turned white. A man in the cell with her? She was as good as dead! She was too scared to even sob anymore, and braced herself for that door to open, and death to snatch her up, when...
Mickey:"...an...OSTRICH???"

Wanda Weldon (also several cells away):"I wanna EAT an ostrich today!"
Eurodance the Ostrich-Man (with Stewie Griffin voice):"Oh bloody hell! Can't this city afford to make a zoo to keep me in?"
Wanda:"No zoo will protect you forever, my delicacy!"
Sarah:"What's with that witch?"
Antonio:"Long story, 'know? She ate a giraffe. Stole it from a zoo. It was not a pretty sight at all!"
Eurodance: "Now please be quiet, little Mick! I don't bite at all! Well, I might peck if you annoy me, but that might not happen!"

Kisha:"Metrosexual?"

Sarah:"Can you make the smiley faces stop haunting me?"
Antonio: "Still decontaminating rubber rooms, Sarah. Julie can help you in five hours though."

Camelorum is privately operated, and has a budget decent enough to afford larger beds. They're not Sleep Number, mind you, but they are larger and have better support than what you'll find at a typical college dorm. They're not Ferris State dorm beds.
And while this take on the place does look a bit too Arizona, I can assure you that this isn't Tent City in Maricopa County, where they used to sleep on kiddie cots in 130-degree weather. The current sheriff put a stop to that. Granted, by letting dangerous foreign criminals loose rather than report them to ICE, so it became someone else's problem, but he at least claimed he did *something* about the jail overcrowding problem. No matter who else got hurt, just as long as it made Arpaio look bad for not finding a better way to resolve the overcrowding problem.

as for their size ... you could say it helps construct the feeling of being enclosed
