It's the Halo of the Sun, the main symbol of The Order/the cult in the Silent Hill series. It's been used a lot in SH4, for example always outlining the portal holes Henry crawls through.
I haven't completely played SH3 yet, so I don't know if Claudia has been using it. But as far as I know, the symbol that's been used in only SH3 (and SH1 too, I think) is the Seal of Metatron (it has a triangle in the center instead of 3 smaller circles), though I believe to remember it being used by Heather instead of Claudia...

In Silent Hill3, that symbol means Rebirth. It's why Heather can use it as a save point, so if she dies Vatiel comes and drags her off and revives her to continue the birth of god. Vincent on Silent Hill3 uses the Seal of Metatron(Viurin IV Crest) and so does Claudia's father Leonard Wolf. The Seal of Metatron is the same thing as the Halo of the Sun, they are like a coin(Hint hint, the seal of metatron is a coin on SH3). I am just in wonderment as to what the true extent of the Seal of Metatron's power is, also The Seal of Samuel(The Halo of the Sun) isn't the cult's main symbol, it's flip side is. I am led to believe that the Halo of the Sun is used in SH4 to symbolize the rebirth of Walter and his "Mother" but I haven't played the game yet.

"Receiver of Wisdom" is one of the titles for the victims of Walter Sullivan's 21 Sacraments ritual, along with "Giver of Wisdom", "Temptation", "Mother Reborn", etc.

yeah, i don't play the game, only read some fanfiction. i still don't know the meaning of those titles, though. um, the other like mother reborn i can imagine the meaning, but "receiver of wisdom"? is it because henry acquired all the information about walter and the mother through out the game?

Yes, that's what I think. Besides witnessing some stuff himself, he got most of his informations from Joseph, who has the title "Giver of Wisdom", via his journal as well as "personally" towards the end.
Every title is actually quite fitting to the each victim...
Oh, and then there's also the point, that the murder themes are quite similar to the Major Arcana from Tarot cards... wait, that just reminds me; ~11x20 wrote quite a good hypthesis on that topic, let me get you a link.. ah, there you go: [link]
