Well, "Chakram" because it's literally a special type of disc.
And "Launcher" usually applies to explosive weapons, a funny fact is that I thought the Chakram Launcher is a grenade launcher until I used the Falcon and actually wasted my time on the demo just to get the chakram launcher.

I didn't know it existed at all. In Garry's Mod it's named something like "ME_assault_rifle02.mdl", so you can see where my confusion comes from I hope. Thanks for the tip. Shame though, it looks like a good Assault Rifle.
In Mass Effect wiki it is actually under "Assault Rifles" category.

By hand.
Usual white brush with smooth edges for the middle, some really big outer glow.
For the line in the middle it's just...well, a line with horizontally applied motion blur (I think strength of about 600)
