On my first impression, this is a piece of art with nice colors! Those are some beautiful shades of pinks that go well with each other. I also like the details you put into the roses on the dress (wow!). They look like a lot of effort! The "kimono" part of the dress looks good too; it's a very interesting design. One thing that I thought could be improved is the shading on the dress. Right now it looks a little like she's a paper cut out. It might be good to shade the sides of the dress more to accentuate the 'bell' shape of the dress. It's a good job that for the edges of the 1st 2 layers of dress there is some shading to show that the fabric has thickness (many artists forget this), although I was wondering how come you didn't do the same for the bottom most layer with the rose prints. You picked a suitable color for the shadows and it is easy to imagine a spotlight on her, so good job! But I thought the floor (sorry if I'm wrong) is kinda odd because it is not straight enough to be a floor, but it looks like a studio. And also that the shadow on the 'floor' part would be bent compared to the shadow on the 'wall' part. One last thing is that I think her elbow should be larger, because we have a bone joint at our elbows. Overall, good try! Most of the proportions are good and the colors you pick are the highlight of the piece. Keep it up!

This design of a Rose Quartz is really cool to see! I love Steven Universe and this character could fit right into the show! The character seems to be very playful and sassy. Her dress design is really cool and the roses and layering are really well done. I think if her dress had a little more movement to it and more folds that it would work better with her body gestures. 
Studying realistic anatomy will help out a lot, specifically with the feet and hands. Feet are really really hard to draw, but having only one toe looks odd.

Her fingers should also have knuckle joints and it seems like (her) left hand is bent too far back to look natural. Her eyebrow is actually the first thing I noticed. It seems to go up way too high on her forehead, it's almost up to her hairline.
I like the way you've drawn the small curls in her hair, although the big curls seem to be a bit too clunky and compacted. If there were some breaks in the hair or some stray hairs it would look a bit lighter and bouncier.
I think this is a good tutorial for the types of curls you were going for

I wish the background had more to do with the character's personality or where she may be located. The shadow is a bit weird and block-y to me, but that may have been a stylistic choice on your end. The shadow placement is incorrect as well. Most of the light is coming from the top left of the image which would put the shadow lower and to the right.
I like that the lines are a dark pink to match the colors on the image.
I really like your drawing style. It reminds me a lot of one of my friend's art style 8)
