Very smooth animation and the drawing looks really nice.
Though I think it would be really cool if you made some/one of the lights go off during it.

About lights - I was going to do so in finished animation (also there will be zoom motion to red building), but here, in looped version, repeating flashing would look unnaturally.

Yeah! I actually know this place in Riga. The pink building is super cool in real life as well. It's a shame that so many of those pretty buildings are abandoned in real life.

Images of this kind are difficult for me too, but this time I promised myself not to bother to detail and finished for 4-5 hours (original resolution is 2500x1661).

Oh yea, this is such an urban, jazzy atmosphere with swaying wires, flashing street lighting and windows of the rooms that look comfortable, you know...
For drawing i use - PaintTool SAI, for animation - Adobe After Effects CS6, and for GIF making - Adobe Photoshop CS6. But this is only one scene, the animation will be longer and in video format.
