Funny enough, it wouldn't have been that long since Naruto met his mom inside himself. So to come to the battlefield and see her again trying to kill him....would be tearjerking.

He could bring Kushina back. Jiraiya requires too much work getting to the body and Minato has his soul in the death god, but Kushina is simply dead and probably buried somewhere.

He needs DNA from the person intended for resurrection. The best place for DNA is of course the body. Generally, Kabuto just needs to rob some graves.
But Jiraiya's body is deep underwater where there is some serious pressure. Though Kabuto did once claim that the blood from Jiraiya on Pain's rods should be enough. We'll never know if that was true though.

Kabuto had the connections to find the corpses of guys like Zabuza, Hizashi, and the 3rd Raikage. In comparison, finding Kushina wouldn't have been difficult at all.

Well, Kushina would've required a strategic deployment to have maximum effectiveness (as in facing Naruto). Throwing her just anywhere on the battlefield would've been a waste. And unfortunately, Kabuto would eventually get occupied by the Uchiha Bros and defeated.
I'd honestly be surprised if there was anything stopping Kabuto from getting her DNA and keeping Kushina in his pocket.

Well NOW it can't happen since Kabuto's busy playing with genjutsu Itachi for who knows how long. But back when he was active, I didn't think about it, but now that I have, it would've been interesting.
