Question: Is his Primary Weapon a rapid-firing laser? Or laser-lit kernel bullets?
I like that the design is based off the 2014 design and not the classic RoboCop since we are living in modern times after all.

Maybe an Ice Scientist? Like a polar or frozen guy? I dunno.
An Ice Brainz! Frozen Brainz? Freezing shots with slow but powerful icy fists?
Toxic soldier, with a gas mask and a toxic barrel for a ZPG.
PLANTS
A fire citron would be neat, with like a heat beam or flamethrower.
An electric rose would be cool, or a thorn type of rose.
A toxic corn? I don't really know how that would work...
A crystal peashooter or chomper, the peashooter shooting gem rocks and the chomper having crystal teeth.
A survival flower, with like twigs and leaves like camo, but shootes toxic blasts.
A toxic cactus would also be a neat variant, with waste barrels for arms and ooze on the head

Yep.
Well, for one there's the Ice Flower I've already mentioned, she could have icicle or ice diamond-themed petals, possibly some fur coat-like details similar to the Frost Rose.
Then there's Skunk Flower, which is my idea for a Toxic Sunflower variant. Basically black and white all over.
This idea I hadn't thought much into - Power Rose/Electro Rose/Electrose(?)
A thunder-patterned cloak, a lightning bolt-shaped wand (or a lightning bolt on the tip of the wand) and possibly a crown/tiara with the pointy parts being lightning bolts, obviously. Or just a lightning bolt-shaped jewel/crystal on her forehead, like Fire Rose's Fire Crystal.

I like the idea! I actually saw a small picture for an Ice Flower on PvZGW2 Great White North. It's Hidden Under An Ice Statue and I Might Base It's Appearance off of That and Yours.
